Our Regional Governance Clerk’s (RGCs) are a vital link within our governance activity. Put simply, they enable local governance to be effective and professional and facilitate communication between all levels of our governance. Our RGCs will be managed by the Head of Local Governance.

Our Trust employs a regional model, whereby our 21 Academies are split into two regions – East and West. Whilst the RGC role is home-based, it will include some travel to the academies in our East Region to attend Local Academy Committee meetings as required.

The East region consists of five primary academies and five secondary academies in Norfolk, Suffolk and Essex.

Our Regional Governance Clerks will :

• Develop good working relationships with our LACs and, in particular, their Chairs

• Provide advice to the Local Academy Committees (LACs) on governance, constitutional and procedural matters

• Provide effective administrative support to the LACs and provide cover for their counterpart in our other region

• Ensure the LACs are properly constituted and support with recruitment activities

Relationships

• Build effective professional relationships and channels of communication with the committees, external contacts and others

• Use appropriate influencing skills to gain the committees’ confidence

• Help the committees to create a culture in which challenge is welcomed

• Support the committees when carrying out self-evaluation exercises

• Remain committed to improving own performance and that of others involved in governance, taking advantage of opportunities to attend training and development

• Manage information effectively in accordance with legal requirements

Strategic knowledge and support

• Support governance as set out in our Governance Guide and Scheme of Delegation

• Provide clear, logical, credible and impartial advice to the committees

• Understand the principles of conflicts of interest, and advise the committees on managing and avoiding these

• Understand how and when to escalate concerns

• Advise on the appropriate skills mix within the committees

• Establish and facilitate transparent procedures to fill vacancies

• Inform the committees about training and development opportunities

• Apply the principles of records management and have working knowledge of the Data Protection Act and Freedom of Information Act

• Apply the committees’ code of conduct and strategic priorities
